Your Vote for Smart Growth and 1021 Kingston's Place is Needed One More Time!

The Town of Kingston voted overwhelmingly at the Spring Town Meeting to approve the 40R Smart Growth Zoning for 1021 Kingston’s Place. This zoning has subsequently been approved by the Attorney General and the Massachusetts Department of Housing and Community Development. However, there is still some left over work that needs to be done to move the development forward and enable the Town to cash its first 40R, State-funded Incentive Payment of $600,000. The work relates to creating access from Kingston’s Place to Route 3 South.

The warrant article related to the on-ramp to Route 3 is first on the agenda at the October 22nd Special Town Meeting. This article will give the Board of Selectmen authority to 1) exchange parcels of land with the State for the right-of-way associated with the Route 3 on-ramp, and 2) direct the State to convey land, adjacent to the existing sewer plant, to the Town, to be used for municipal purposes.

This vote was originally scheduled for the Spring Town Meeting, but was tabled due to an incorrect map reference within the articles. While some may see this as a minor house-cleaning article, it must receive a positive majority vote at Fall Special Town Meeting to move forward with the development.

As you may recall, 1021 Kingston’s Place is planned as an innovative Smart Growth community, which will include homes, office space, neighborhood retail and upgrades to water, sewer and roads, all constructed in an environmentally sensitive manner. As well, the development will contribute much needed positive tax revenues to Kingston’s tax base each and every year, according to both the Town Treasurer and the Kingston Finance Committee.
